PENELOPE is a data collection system that stores data for the General Fund (0100) on allocated and open positions across the entire District. It also stores data, known as “columns”, on Actual Expenditures from the previous fiscal year, Adopted Budget, Amended Budget, and Tentative Budget. Summary data is stored for each location, function, program, and object field of valid account structures. Summary information is also stored by group (elementary, middle, secondary, adult etc.) and by sixteen (16) budget categories (Schools, Categorical, Central Accounts, etc.). At selected times during the year budget data in the “columns” is updated to reflect changes in the budget and the application of a budget to a new fiscal year. PENELOPE requires interfaces to both the financial system and personnel systems to obtain data on budget information and current open and allocated positions.
• The consultant should be able to create the necessary programming interfaces between the future SAP applications scheduled to be operational in January 2010 and the COGNOS budget planning system.
